Blue Cross Blue Shield Coverage for Drug Rehab in Los Angeles

Blues plans cover detox and residential treatment, but there is no single Blue Cross Blue Shield. Dozens of independent companies license the brand, and in California Anthem Blue Cross and Blue Shield of California are two separate insurers. New Spirit Recovery treats members on Blues PPO plans at its residential facility in Encino, Los Angeles, using their out-of-network benefit.

One brand, many companies

Does Blue Shield of California offer rehab coverage, and is it the same as Anthem?

Blue Shield of California covers substance use treatment, and it is not Anthem. The two are separate insurers that both license the Blue Cross Blue Shield brand and both operate across California. They keep different networks, different criteria and different precertification lines. The name on the card is what decides your answer.

Blues companies a Los Angeles member is likely to hold, and what changes between them.
Company Who holds it What it changes
Anthem Blue CrossCalifornia California members on Anthem plans. Also trades as Anthem of California, the same company. Its own network and criteria. Precertification goes to Anthem.
Blue Shield of CaliforniaCalifornia California members on Blue Shield plans. A separate company from Anthem. A different network and different criteria. Precertification goes to Blue Shield.
Highmark Members in Pennsylvania, Delaware, West Virginia and western New York. Reaches California through BlueCard rather than a local network.
Anthem BCBS, formerly Empire New York members. Empire BlueCross BlueShield was renamed in January 2024. Distinct from The Empire Plan, which is a NYSHIP option rather than an insurer.

Two Californians can both say “I have Blue Shield” and mean different companies.

One may hold Blue Shield of California. The other may hold a Blues plan from another state that carries Blue Shield in its name. They share a symbol and nothing operational. Calling the wrong one produces a confident answer about a plan that is not yours.

New Spirit Recovery reads the licensee off the card before quoting anything, because inside California alone the answer differs by company: Anthem Blue Cross of California rehab benefits and Blue Shield of California’s are set separately.

Levels of care

What levels of addiction treatment do Blues plans cover?

Every licensee covers detox and residential treatment where its own criteria are met, and those two on-site levels are the ones BlueCard reaches most cleanly. Outpatient care is the level a member is better off taking home, inside their own licensee's network.

How a Blues plan typically treats each level, and how New Spirit Recovery delivers it.
Level of care How a Blues plan treats it At New Spirit Recovery
Medical detoxOn site Precertified by the home licensee, reviewed against withdrawal risk and medical stability. On site in Encino. The home licensee authorizes it before the member travels, so detox never begins while a claim is still unresolved.
Residential treatmentOn site Precertified, then renewed by continued-stay review. Day counts vary by licensee. On site, following detox in the same building, so a BlueCard admission needs one authorization thread rather than two.
Partial hospitalization A separate authorization, and licensees differ on whether it is bought in at all. Referred back toward the member’s home state, where their licensee has a network.
Intensive outpatient Session-counted, and usually the level a home licensee covers most generously. Referred to a provider inside the member’s own licensee network.
Sober living Housing rather than a medical benefit, so BlueCard does not reach it. Arranged during discharge planning and quoted separately from treatment.

Licensee independence and the BlueCard arrangement are described as they apply to the Blues system generally. Your own figures come from your plan document. Facility details come from New Spirit Recovery programme records, and the two are stated separately throughout.

Four steps, in order

How does a Blue Cross Blue Shield plan authorize rehab out of state?

Through BlueCard, the arrangement that lets a plan written in one licensee's territory pay a provider in another. Your home plan reads the benefit and decides the claim even though treatment happens in Los Angeles, which is why calling the California company gets you the wrong answer.

Step 1Read the card

Identify which Blues company you hold

Anthem Blue Cross, Blue Shield of California, Highmark and dozens of others are independent companies licensing one brand. The name on the card decides which precertification line to call, which criteria apply and which network you are measured against.

New Spirit Recovery identifies the licensee before anything else, because the answer differs by company even inside California.

Step 2BlueCard

An out-of-state plan reaches California through BlueCard

BlueCard is the arrangement that lets a Blues plan written in one licensee’s territory pay a provider in another. A member from New York or Pennsylvania does not need a California plan to use a California facility.

What matters is that the home plan reads the benefit and decides the claim. The California licensee is not involved, which is why calling it produces the wrong answer.

Step 3Precertification

The home licensee opens the review

The facility submits withdrawal risk, medical and psychiatric stability, relapse history, and what a less intensive setting would fail to address. Because each licensee publishes its own criteria, the same record can land differently depending on which company holds the plan.

Step 4Continued stay

Authorization is renewed rather than granted once

Approved admissions cover a period and are reviewed as they run. No Blues licensee approves a programme length in advance, so any published day count belongs to a different plan.

New Spirit Recovery files each review with the home licensee and reports what it returned.

If you or someone else is in immediate danger, call or text 988 for the Suicide and Crisis Lifeline, available 24 hours a day in English and Spanish. SAMHSA's free treatment referral helpline is 1-800-662-4357. For a medical emergency, call 911.

Coming from another state

Can I use an out-of-state Blues plan at New Spirit Recovery?

Yes. BlueCard is the reason a Blues plan travels, and it is why Blue Cross members reach California facilities more often than members of any other brand. You do not need a California plan, and you do not need to change licensee to be treated here.

The practical difference is who you talk to. A member from Pennsylvania on Highmark, or from New York on Anthem, deals with their own licensee throughout. The California company has no role in the authorization even though the bed is in Encino.

New Spirit Recovery submits to the home licensee rather than a California one, which removes the most common delay in an out-of-state admission. It holds no Blues contract of any kind, so members use the out-of-network benefit their plan carries.

BlueCard is the reason this works at all. Without it a member would be limited to whatever their own licensee’s territory contains, which for a recovery center in Los Angeles would exclude every out-of-state Blues member outright.

What to ask your Blues plan

  • Which company is this plan, and is it Anthem or Blue Shield?
  • Does it carry an out-of-network behavioral health benefit?
  • Does BlueCard apply to a residential admission in California?
  • What is the out-of-network deductible, and how much is met?
  • What coinsurance applies to residential substance use treatment?
  • Who opens precertification, my home plan or the local one?

Available on site: medical detox, residential treatment and dual diagnosis care. More on how coverage works.

Questions Blues members ask

Blue Cross Blue Shield and rehab, answered

Does Blue Shield of California offer rehab coverage?
Yes, and it is a different company from Anthem Blue Cross despite both being Blue Cross Blue Shield licensees. Blue Shield of California plans cover medically necessary substance use treatment, with its own network, its own precertification line and its own criteria.
Is Anthem of California the same as Anthem Blue Cross?
Yes, those name the same company. What differs is Blue Shield of California, which is a separate insurer entirely. Two Californians can both say they have Blue Shield and hold plans from companies that share nothing but a symbol.
How do I find rehab centers that accept BCBS?
Start by identifying which licensee wrote the plan, because BCBS drug rehab coverage is set by that company rather than nationally. Anthem rehab coverage and Blue Shield rehab benefits are decided separately even inside California.
How does a Blue Cross plan from another state pay for treatment in California?
Through BlueCard, the programme that lets any Blues plan reach a provider outside its own licensee's territory. Your home plan reads the benefit and decides the claim, not the California company, even though treatment happens in Los Angeles.
Which Blue Cross Blue Shield company do I have?
The card names it. Anthem Blue Cross, Blue Shield of California, Highmark, Empire and dozens of others are separate companies under one brand. The name on the card decides which precertification line to call and which criteria apply.
Is Empire Blue Cross the same as Anthem?
Empire BlueCross BlueShield became Anthem Blue Cross Blue Shield in January 2024. Plan documents printed before then carry the Empire name. It is distinct from The Empire Plan, which is a NYSHIP benefit option rather than an insurer.
Does a rehab that accepts BCBS have to be inside the network?
No. A facility can bill the plan's out-of-network behavioral benefit instead, at the out-of-network rate. Network lists differ between Blues licensees, so a facility absent from one says nothing about another plan's reach.
Is New Spirit Recovery in network with Blue Cross Blue Shield?
No. New Spirit Recovery holds no contract with any Blues licensee, including Anthem Blue Cross and Blue Shield of California. Members use the out-of-network benefit their plan carries, read from the policy on the first call.
How long will a Blue Cross plan authorize residential treatment?
In increments, extended while the clinical record supports continued stay. Each licensee applies its own criteria, so no single day count describes the brand. Reviews continue throughout the stay rather than approving a programme length upfront.
Can I use a Blues plan for rehab in Los Angeles if I live in another state?
Yes, where your plan carries an out-of-network behavioral health benefit, because BlueCard extends it across licensee territories. New Spirit Recovery is in Encino and coordinates travel, including flights and airport transportation.
